For websites which run on Magento 2 platform, the default backend only let you restrict the current shipping method on specific countries. For customized shipping expenses, for example, to change the shipping rates and costs, or offer free shipping on promotional rates, a third-party shipping solution needed. Each of the above shipping rules can be easily configured right from Magento backend. But first, the following sections of rule configuration need to be specified:
To make sure that your free shipping program is not over-payed and profitable enough, the free charge should not be applied unconditionally. Free shipping for orders which are over X amount of money is one of the most common methods.
From your Magento 2 backend, navigate to Sales > Shipping Rules > Manage Rules. Click on the Add Rule button to create a new shipping rule.

If the items are difficult to carry, you can accordingly add 10% extra for 2 or more items in the cart easily with Shipping Rules extension.

You can enable a discount on certain products, based on their attributes. For instance, charge less for products from selected categories, new items or products on sale, or specific SKUs, size, color, brand, etc.

If there are some shipping carriers (FedEx for instance) that are too expensive to deliver the heavy items, you can restrict this shipping method easily by a simple rule.

In case you want to offer different shipping rates to different customer groups and store views, here is what you need to do.


Admins can set the fixed shipping fee or automatic add/ subtract shipping fee for the whole order or a single item. This can be customized by providing wished value to Calculation Shipping Fee and Order Scope/ Cart Items Scope fields.
To set a fixed amount discount for delivery cost, you can navigate to Sales > Shipping Rules > Manage Rules and create a new rule as follow:

For this configuration, 2 rules are needed (one rule for each state). The rule applied on orders to California can be set as follow:

For Cash on Delivery configuration, 2 rules are needed. One rule for general customers and the other is for loyal customers.
For this rule, you need to select all Groups of Customers excluding Loyal Customer. And the Cash on Delivery service also needs to be excluded in the Shipping Methods field.

About the rule for Loyal Customer, you can activate Cash on Delivery for Shipping Methods.

To enable Cash on Delivery for orders which cost less than $10, two particular shipping rules are needed. Rule #1 for orders less than $10 and Rule #2 is to limit Cash on Delivery for other orders.
