Install the Urdu language pack via command line.
Download the language file to your installation root directory. Now run the following command:
wget https://github.com/mageplaza/magento-2-urdu-language-pack/raw/master/ur_PK.csv php bin/magento i18n:pack -m replace ur_PK.csv ur_PK php bin/magento setup:static-content:deploy ur_PK php bin/magento cache:flush
