Below are two active buttons which are required operations before installing the language package. Let’s hit them to download and contribute Magento 2 Thai Language Pack immediately!
Install the Thai language pack via composer is really easier.
Install Thai pack:

Update Thai pack:
composer update mageplaza/magento-2-thai-language-pack:dev-master php bin/magento setup:static-content:deploy th_TH php bin/magento cache:flush
Install the Thai language pack via command line.
Download the language file to your installation root directory. Now run the following command:
wget https://github.com/mageplaza/magento-2-thai-language-pack/raw/master/th_TH.csv php bin/magento i18n:pack -m replace th_TH.csv th_TH php bin/magento setup:static-content:deploy th_TH php bin/magento cache:flush
As a result, a directory langpack will be created that contains proper structure of language files for your installation. Copy it over to your Magento installation and the translations should be visible.
