Method #2. Install via command line

Install the Serbian (Latin) language pack via command line.

Download the language file to your installation root directory. Now run the following command:

wget https://github.com/mageplaza/magento-2-serbian-latin-language-pack/raw/master/sr_CS.csv
php bin/magento i18n:pack -m replace sr_CS.csv sr_CS
php bin/magento setup:static-content:deploy sr_CS
php bin/magento cache:flush

As a result, a directory language pack will be created, which contains the proper structure of language files for your installation. Copy it over to your Magento installation and the translation should be visible.
