Below is a detailed step-by-step guide to easily create and add a dynamic block directly to the Page Builder stage.
Navigate to Content > Elements > Dynamic Blocks in the Admin sidebar, and then click Add Dynamic Block
.
Add Dynamic Block
option, check whether your Magento 2 version has been updated to version 2.3.0.Switch the Enable Dynamic Block

Choose a Dynamic Block Name
to help you quickly identify and work with it internally.
Set Dynamic Block Type
to choose where the dynamic block appears and click Done.
In the Customer Segment
list, choose whom you want to display the dynamic block for, and click Done. If no checkboxes are selected, the dynamic block will show to all customers.
Add content and complete your new dynamic block configuration in the Page Builder workspace.
After completing the content, scroll down and expand the Related Promotions
options to add a new dynamic block to your desired promotion type.

Go to Content > Elements > Dynamic Blocks in the Admin sidebar, and then click Add Widget
.
In Widget’s Setting, select Dynamic Blocks Rotator
in the Type
field and choose the current Design Theme
of your Magento 2 store to determine the page layout. Then, click Continue
.
In Widget’s Storefront Properties:
Fill in Title
for the rotator.
In Assign to Store Views
: Select where to display the rotator.
If you have a container with multiple rotators, you can assign the currently set rotator to a fixed position by adding a corresponding number in Sort Order
field.

In Widget’s Layout Options, click on Add Layout Update

: You can choose to display rotating dynamic blocks on category pages, product pages, a specific page, all pages, or only on pages with a particular layout.
Once you select an option from the Display on
dropdown menu, you will choose specific Pages and a Container to display the rotator in, as well as the Template used to format it.

and choose Specified Dynamic Blocks
to include only specific dynamic blocks in the rotator.

For example, let’s say you have a dynamic block that shows a special offer for summer clothes. In the previous step, you connected this dynamic block to a promotion by selecting “Add Cart Price Rules” so that customers can access this promotion when their shopping cart meets certain conditions, such as buying a specific amount of summer clothes.
Now, in this step, you will link this dynamic block to the “Summer Sale” rule, meaning the block will only be shown during the “Summer Sale” promotion.
This type of association determines when and where the dynamic block will appear based on the rule.
